Waterproof breathable fabrics

Hi was wondering where to purchase any waterproof breathable fabrics such as goretex or event in Australia. Looking to make my own bivy that's good with condensation

straight gore tex fabric isnt sold to the public anywhere in the world. its the same with most of those fabrics.
