From the rules: "Entries must not be landscape photos (as determined by the voters)". (My bold)
So if you don't think it meets the rules, then don't vote for it. Not ideal, but that's the way it goes.
I do occasionally wonder what people are thinking when they enter this category with what to me appears to be obviously a landscape photograph!
