Storm Parka??, we have decent rain jacket and pants.
No not an app, just a website that popped up with seven day forecast.

Well there is a difference, UL raincoats are not much good at stopping wind compression of clothing insulation. Resistance to wind pressure is one of the reasons I still use my big old Goretex parka in winter so I tend to differentiate between my rain clothing and my storm clothing.
Something we didn't have to think about even 10 years ago, a decade ago if it was waterproof it was also usually heavy enough to function as storm clothing
