Here is my take on it ff. People who work for the public service are "Public Servants" yes, but they are also employees answerable to an employer. Some people might be inclined to think that a Public Servant should do what ever Joe Public wants. However, a public servant often has less latitude for exercising discretion than a private sector worker. As a public servant you are required to follow the directives of the department.
